Lakpesdam PBNU Inviting Suitable Candidates for Monitoring Evaluation and Learning (MEL) Officer

The Institution of the Human Resources Development and Studies (Lakpesdam) is an entity affiliated with Nadhlatul Ulama (NU) and was established by Central Board of Nahdlatul Ulama (PBNU) on 7 April 1985 in conjunction with the 61st NU anniversary in Jakarta bringing the vision to become a trusted facilitator and think-tank in strengthening conducive environment toward the realization of free and fair society that respect human rights based on the basic Islamic values of ahlus sunnah wal jama’ah.

Through the direction of the PBNU, Lakpesdam has reached out to religious leaders and activists to promote peace, tolerance, and civic participation among diverse communities and held on to their mission among others mainstreaming the practice of moderate and inclusive aswaja an-nahdliyyah values to strengthen the order of life in a just and dignified society; Strengthening public policies in local, national, and international planning based on data and strategic studies; Empowering people to be responsive to social changes; Empowering knowledge and resources towards strengthening organizational programs, developing science, and empowering people in a sustainable manner; Strengthening the capacity of Lakpesdam specifically and NU in generally to become independent, transparent, and accountable organizations.

The organization will start an upcoming program to contribute towards inclusive democracy in Indonesia that will ensure more women, children and minority groups can benefit from Indonesia’s social, political and economic opportunities. The program is supported by foreign government grants funding. In connection with the implementation of this program, the organization opens vacancies for program implementing staff as follows.

Term of Employment
This position is for an initial period of 1 year, after which the position will be evaluated subject to continuation of the project and organization needs and regular performance review.

Position Summary
Reporting to the Project Team Leader, the MEL Officer is responsible for ensuring that all aspects of a project’s MEL activities are effectively and efficiently implemented. This includes designing and implementing MEL frameworks, developing and implementing data collection and management systems, analyzing and interpreting data, and reporting on project outcomes.

Functional Relationship
Develop and maintain effective working communication with the following:
Internal:
Works closely with the Project Finance and Admin Manager and program staff.
Occasional duties assigned by the Team Leader.
External:
Vendors/Contractors
Donors
Partners
Occasional contact with external/internal auditors.

Roles and Responsibilities
MEL Officer plays a critical role in ensuring that project outcomes are effectively monitored, evaluated, and reported on. This helps to ensure that the project achieves its objectives and that stakeholders are able to understand the impact of the project. Some specific responsibilities of a MEL Officer may include:

Designing and implementing MEL frameworks:
The MEL Officer is responsible for designing and implementing MEL frameworks that are appropriate for the project’s objectives and context. This involves identifying key indicators, developing data collection tools, and ensuring that data is collected in a timely and accurate manner.
Developing and implementing data collection and management systems:
The MEL Officer is responsible for developing and implementing data collection and management systems that are effective and efficient. This involves identifying appropriate data collection tools and methods, training project staff and stakeholders on data collection, and ensuring that data is properly stored and managed.

Analyzing and interpreting data:
The MEL Officer is responsible for analyzing and interpreting project data to identify trends, patterns, and areas for improvement. This involves using statistical analysis tools, creating data visualizations, and reporting on findings to project stakeholders.

Reporting on project outcomes:
The MEL Officer is responsible for reporting on project outcomes to project stakeholders, including funders, partners, and beneficiaries. This involves preparing regular progress reports, impact reports, and other project-related documents.

Ensuring adherence to MEL best practices:
The MEL Officer is responsible for ensuring that the project adheres to MEL best practices and standards. This involves staying up-to-date on industry trends and best practices, ensuring that project staff are trained on MEL best practices, and making recommendations for improvements to MEL systems and processes.

Competencies
Education and Experience:
– A bachelor’s degree in a relevant field such as statistics, economics, social sciences, or a related field is usually required. A master’s degree in a relevant field is also highly desirable.
– 2 years of relevant work experience experience in monitoring and evaluation, research, or data analysis.
Qualifications and Technical Skill:
Knowledge of monitoring and evaluation methodologies, data analysis techniques, and project management principles is essential. Knowledge of relevant software such as statistical analysis tools and data visualization tools is also desirable.
Analytical skills: The ability to analyze data, identify trends, and make evidence-based recommendations.
Strong written and verbal communication skills will be required to prepare reports, present findings to stakeholders, and communicate with project staff and partners.
– The ability to pay attention to detail and ensure that data is collected accurately.
– The ability to identify problems, develop solutions, and implement changes.
– Ability to manage multiple tasks, prioritize work, and meet deadlines.
– Ability to work collaboratively with project staff, partners, and stakeholders.

Remuneration:
A lump sum monthly salary will be provided commensurate with the qualification and experience, and consulted to the budget rates.
